Il y a environs 9 mois, vous m’avez élu au Conseil fédéral du Parti à titre de trésorier. Depuis je me suis familiarisé avec les finances du Parti ainsi qu’avec le fonctionnement d’un parti politique. Je dois vous dire qu’il y a eu moins de surprise côté finance que du côté politique. En effet, même si je ne me considère pas comme un acteur au niveau politique, je dois composer avec les prises de position de certains qui souvent sont de bonnes fois mais parfois, pour des raisons politiques. C’est pourquoi je dois faire le point sur les finances du Parti afin de clarifier certaines informations qui circulent. Premièrement, les finances d’un parti politique ne sont pas très différentes d’une entreprise ou d’un organisme à but non lucratif. Il y a des revenus et des dépenses et la direction se doit de faire les bons choix afin de maximiser les revenus et dans le cas d’un parti politique de maximiser aussi les dépenses afin d’atteindre les objectifs. Il est donc normal qu’il y ait une tension dans cet effort constant de maximiser nos ressources; et certaines personnes peu familières avec la gestion financière peuvent se sentir tendu. Depuis neuf mois, je peux vous dire que la gestion financière du Parti suit une évolution normale en accord avec les choix pris par le Conseil fédéral. Deuxièmement, les partis politiques fédéraux doivent tous se positionner face à une situation sans précédent dans l’histoire du pays: nous devons tous se tenir prêt pour des élections générales à chaque année. Il s’en suit que nous devons nous préparer d’avance et un effort particulier a été fait dans ce sens lors des 6 derniers mois. Bien que cette préparation engendre des frais, il faut savoir que les entrées d’argents associées aux campagnes électorales comme les levées de fonds ne suivent pas immédiatement. Il est donc rassurant de savoir que cette préparation s’est faite en 2007en ayant recours à ressources liées aux activités normales du parti ainsi qu’à un endettement normal pour ce genre d’investissement. Enfin, après avoir encourus ces dépenses exceptionnelles de préparation, le parti revient à un niveau de dépenses approprié pour nous mener vers les prochaines élections. A cet effet, le directeur général a eu le mandat par le Conseil fédéral de réduire les dépenses et c’est avec regret qu’il a dû réduire le personnel qui avait fait le travail de préparation. D'abord j'aimerais remercier tous ceux qui m'ont appuyé afin que je me présente et gagne un poste au Conseil fédéral comme trésorier. Je vais tout faire pour être à la hauteur de vos attentes.
Après l'annonce des résultats dimanche dernier, le nouveau conseil s'est réuni pour une réunion informelle; j'ai parlé français 80% du temps (plus de 5 personnes différentes maîtrisent le français et tous les membres du conseil n'étaient pas présent). Bien sur, afin de comprendre ce qui se passe, l'anglais est nécessaire mais je veux souligner que la place du français ne nous sera pas donnée, il faut faire notre place. Il est naturel que des anglophones parlent anglais entre eux même s'il y a un francophone dans les environs. Et dans le Parti Vert je ne peux pas dire qu'il y ai de la mauvaise foi à ce sujet. Mais comme je sais que si je ne prends pas la défense du français dans ce conseil, les anglophones ne le feront pas, je vous assure que je ferais respecter notre langue tout au long de mon mandat. De plus, Elizabeth May ainsi que plusieurs membres du nouveau conseil m'ont souligné l'importance du français dans l'organisation ainsi que du Québec. Donnons donc la chance aux nouveaux coureurs.
Parlant d'organisation; il devrait y avoir de bonnes nouvelles pour le Québec avant longtemps. Il n'y a rien de sur, puisque les élus ne font que commencer leurs jobs mais je dois souligner que l'organisation a divisé le territoire du Québec et de l'Ontario en 3 et qu'on recherche présentement un organisateur pour Montréal et l'est du Québec. Julie Baribeau doit continuer son travail dans l'ouest du Québec et une parti de l'Ontario. Autre point intéressant : l'organisateur pour le sud de l'Ontario travaille à partir d'un bureau situé à Toronto. ... Aura -t-on un bureau avec un organisateur à Montréal? C'est fort probable...
Enfin, j'aimerais remercier Almaz Aladas pour s'être porté volontaire pour représenter le Québec au sein du conseil fédéral. C'est la seule qui a eu le courage de le faire et pour cette raison, nous devrions la supporter afin qu'elle débute sur le bon pied un travail important au niveau du lerdership et de l'organisation.

3. What is the greatest strength of the Green Party in your opinion?
We are at a point where our ideas are socially well accept by the population and where the economics cost of implementation becomes a necessity to preserve our quality of life and at the end our planet.
4. What is our greatest weakness?
Credibility; without it, we cannot communicate well our messages to a large hearing nor attract and keep enough people for organisation, staff and experience input. The way the party use all the volunteers also contribute to this weakness; we doesn’t seem to maximise our human potential resources. Few people seem to work too hard ;) while a lot more could work less with more efficiency.
5. How would you work on council to rectify or overcome this weakness?
Do my best to promote quality work, integrity and credibility. And our credibility could be easily rectified by a strong presence of our leader in the media
6. What is the biggest priority for the next Federal Council in your opinion?
Be sure that our leader will be on the next TV debate at the next election and be prepare for its consequence; earning more than 10% of Canadian vote. That mean we should prepare to have the organisation to have more than 2 000 000 voters.
7. What is the lowest priority item that the current council has spent too much time on?
Since I was not there, it’s difficult for me to know where the council has spent too much time.
8. How would you work (or like to see council work) to deal with this, and other, low priority items?
The staff or volunteers should do the work for important but low priority items and then submit it to the council.When people do unimportant things, it’s often because they forget their objectives; and one of my strength in my career as a financial planner is to come back to the long term objectives.
9. What do you think are the strengths and weaknesses of the currently implemented Governance Model?
As a member on civic council and also president on a board of directors, I know I can live with working council and with governing council. In theory, with our rapid growth, we should tend toward a governing council. But I have 3 concerns; first, I ear: "Since our shadow cabinet is largely inactive" (in the document on governance from the archives of the council). If this is right, the council cannot delegate electoral strategies, political policies and political communications to a place that doesn’t work; it should be fix before delegate. Secondly, is it the time to do that kind of change? To give an answer, I need more information on how the actual council is efficient and effective. And lastly, if it is the time to do the change, how can we vote as a member for someone who will not be appoint as announce? How can I vote for a communication chair that will not be a communication chair? For those reasons, I think we should plan this kind of change to be ready for the 2008 council election.
10. How would you like to see the Governance Model improved?
The work that has been done is important. If we decide to work toward a governing council, there is a lot to do before the fine tuning. Governance model is important but we should not spend all our time on procedure. Beside that, there is a lot that we can improve in the organisation that is not “governance model” , like the way we use our volunteers and the way we deal with the staff.
11. What are your thoughts on the proposed constitutional amendment?
Well, it is a vast subject but since it is not the right place to be too long, I’ll just mention 2 points.

First, nowhere in the constitution or the bylaws, have we mentioned that all those documents should be available to all members in the two official’s languages.
And nowhere in the transitional provisions for revised constitution and bylaws, have we mentioned what happen with the treasury office. Look like the “system” lost a soldier in the “system”J
12. What are your thoughts on dissent in the party, and how do you think dissent should be dealt with?
Well, most of the time we need dissent. Most of the time, they are a precious source of ideas and points to think about. Most of the time, dissent do their job with respect. But sometime, when the respect of others is gone, someone in the group has to bring back to order. Since I’m not a perfect bilingual (I still have problems reading Shakespeare) I hope that dissent is a synonym of dissident, my dictionary is not clear about it J

Hi Mark,
I joined the Green Party for its values, have stayed in order to make my contribution to what is essential for the future of this planet. I also joined in because I don't have an environmental background, but I think that we should communicate all the other great policies that we have in our platform, like our tax shift policy, our health policy and our green economics policies. I wound up as President of the Outremont EDA and I like the way we work locally to promote the "Green Party way".
Why Treasurer of the Federal Council?
Well, I earn my living as a financial advisor in Montreal and have done so for 12 years. Before that, I was an accountant for a small business. In my community, I have been treasurer of the local tennis club (1998-2001) and then president(2001-2005). I also serve as treasurer of a small community organisation. So, for me, the treasury job is a natural if a want to make a contribution to the Federal Council; it is the expertise that I already have. If I am elected, I want to communicate to everyone who wants information on the finances of the Party; it's all about transparent disclosure.
How do I see the future of our party? I see great opportunities for all of us. In the last election, when I worked as a campaign manager, I noticed the lack of information that people have on us, and the lack of credibility that we still have. I think that the credibility problem will be behind us for the most part of it when our new leader will be able to explain our views on TV in the next election debate. And as for the lack of information voters have on us, it is also our job to promote the Green Party at the EDA level, so that local voters understand our strengths.

One of my passions is my work; I help people improve their quality of life by giving them financial advice. I have 12 years experience as an investment adviser with Investors Group. In my free time, I like cycling, playing tennis, and taking pictures.
My community experience includes serving on the executive of a local tennis club, where I was elected treasurer (1998 to 2001), and president (2001-2005). I resigned in 2005 to devote more time to the GPC. I am also active in municipal government, serving as a committee member on the permanent Advisory Board of Outremont, with a focus on environment and sustainable development issues.
